PURPOSE
This document provides instruction and reference guidance to HHS personnel, contactors, and partners for the HHSC Enterprise Identity and Access Control Management System.
BUSINESS CASE
Identity Management involves the management of user identities and access to different systems and applications. Identity and Access Management at HHS is an enterprise initiative that will provide support in the following areas:
•Authentication – provides security support for protected resources and verifies the user identity before allowing access to the protected resources
•User Provisioning – provides automated support for granting users access to applications and other resources.
•Self-service user account maintenance – allows users to maintain personal identifying information and reset their passwords without having to call Help Desk.
The HHSC Enterprise Identity and Access Control Management System provides an enterprise-wide identity and access control management solution that enables single sign on, automated provisioning/de-provisioning, and centralized management of user life cycle and security policy capabilities. Specific business goals and objectives met include:
• Single authentication source for users
• Uniform automated process for provisioning and de-provisioning of application users
• Reduced time and cost for password reset
• Compliance with State and Federal regulations
